NHS performance assessment framework

The NHS performance assessment framework (PAF) was published in March 1999 to deliver a broader view of performance in the NHS.

The PAF's main objectives were to assist the NHS in its work to improve the health of the population and to encourage action across six broad domains:

  • health improvement
  • health outcomes of NHS care
  • patient and carer experience
  • efficiency
  • effective delivery of appropriate healthcare
  • fair access.
