The new government set out its health and social care priorities: it promised a commission on adult social care funding but did not reflect the ensuing wide-scale NHS reforms.
The bill gave effect to the policies in the 'Equity and excellence' white paper. Concerns mounted over the scale of the changes proposed and the bill was heavily scrutinised.
Several clauses in the bill were 're-committed' to the public bill committee before the bill finally proceeded to the House of Lords on 7 September 2011.
