Health improvement programme (HIP) evaluation

The NHS Development Agency published A national review and analysis of health improvement programmes 1999-2000 in July 2000.

An evaluation of the government's health improvement programme (HIP), the review included an analysis of the issues relating to the public health elements. It identified the following areas of concern:

  • there was a need for a health improvement vision at both local and national level, which could be linked to the vision for improving quality of life
  • there was a lack of 'community voice' in many of the health improvement plans
  • there were inadequate links with local authority plans, resulting in a lack of coordination
  • the partnerships were yet to fully develop and involve a wide range of partners in some areas.
