Mansell Report

Professor Jim Mansell published Services for people with learning disabilities and challenging behaviour or mental health needs as good practice guidance for commissioners purchasing services. The original report was published in 1993 and later revised and superseded by the 2007 version.

The recommendations focused on services for people with learning disabilities and whose behaviour presented significant challenges. Mansell recommended that:

  • educational and training facilities as well as day services for people with learning disabilities should be provided locally
  • direct payments and individual budgets should be considered and made widely available
  • local and health authorities should work with other agencies and organisations to identify current expenditure on learning disabilities and to pool budgets.
