'Primary health care: an agenda for discussion' green paper

The green paper proposed to introduce performance-related pay incentives into general practice. An appendix on GP fundholding was removed from the draft prior to publication. The green paper also proposed to increase health promotion in primary care services.

In introducing his government's green paper to Parliament, Secretary of State for Health and Social Services Norman Fowler referred to enabling patients to make better choices when choosing a GP, through the provision of more information about the different types of services available.
