'Valuing people now: a new three-year strategy for people with learning disabilities'

Following the publication of the Valuing people white paper in 2001, the government launched a refreshed strategy, which reiterated the original objectives of the 2001 white paper to ensure that people with learning disabilities had the same life opportunities as everyone else.

The importance of personalisation was outlined and the government reiterated its commitment to the expansion and promotion of the use of direct payments to enhance independence, choice and control for people with disabilities. The strategy also acknowledged the importance of enabling people with learning disabilities to be able to choose where they lived.
