A vision for adult social care: capable communities and active citizens

In November 2010, the coalition government published A vision for adult social care: capable communities and active citizens and set out priorities around:

  • improving outcomes for service users
  • having a greater focus on preventative measures in services
  • personalising services for service users.

The vision advocated a holistic approach, with multiple agencies such as housing, social care and community organisations working together to deliver positive outcomes and a joined-up service for users. Central to the vision was the notion of shifting power from the state to the individual through the rolling out of personalised budgets, improving integration between health and social care services and encouraging better partnership working.
